From my personal experience, a lot of people didn't have recruiters

I had a recruiter, but she ghosted me... I still got the offer though, so I am not really sure what recruiters do in this sense

Also, I am not sure how the interviewers grade people, but I got an email after 5 days saying that I passed the final round, but had to wait a bit longer for my offer to be processed. I also know that for RO, your hiring manager will give like an "incline to RO" or something, and that is typically based on your performance

it wasn't a waitlist

but it wasn't an offer it was strange

#

it said something like "congrats, you passed the final round, but we cannot extend an offer yet, we are still determining start dates. we will email you with next steps soon"
