My recruiter wouldnt give me vo until they could literally draft an offer and send it to me
So i got my offer like a few hours after VO

My recruiter told me the team had very positive impression of me, thus it's now pending approval of the higher-ups(who didn't interview me)

i see, thank you! in an update call today they said there’s been some delays getting offers approved, assessing hc. Wanted to lmk in case I have other offers. they could not speak as to whether recieving the offer was guaranteed/likely yet. Should i be worried? is this what ur call was like?

Well i expedited so 1 day later, they told me my application was waiting for leadership approval. My other offer deadline was like a week away so I guess that pushed them to move faster. I also kinda nagged them a few times lol

I think. It is out of the recruiters hands at this point
Leadership approval could be many things
Although if u even got to leadership approval it means there was positive impression by ur interviewers
It's just up to whoever the "leadership" team is
