like when conveying impact, i say something like "accomplished X as measured by Y by doing Z with [tech stack]"

I would do tech skills at the bottom
and I think it makes sense, since experience and education are your most valuable assets on a resume
the skills section is mainly there to keyword dump to pass automated parsers I think
recruiters care most about company names, impact, and school

I know Google likes to see that you've taken the fundamental cs courses like data structures and algorithms
i think the difference between those two formats is not big enough to really mean anything
especially if ur bolding ur metrics/impact and tech stack, then recruiters will notice those things easily anyways when they look at the bullet point
