I actually have a couple of teams that build a dev portal in react and that portal manages our end to end deployment & provisioning system in k8s, and if I saw this resume for that group I'd def do a screen

I like your resume, well organized although some surprising choices like awards and technical skills at top.
No, let it be. It compliments the certification so not out of place. But yeah, skills can go at the bottom though
Also, just nitpicking but the bullet points are tad too long, can remove some connecting words and make it easier to read
I would do Skills -> Experience -> Projects -> Education -> Awards
- Migrated infrastructure to Google Kubernetes Engine, increasing uptime to 99.9% and decreasing latency by 73%
How you did it is better left for interviews unless you have some important keyword to add there
Do A/B testing, for example for positions like Cloud Engineer or places like JPMC it nice to have Certification mentioned on top to grab attention quicker.
