It's not about you, just whole situation is kinda bad
I would redo the bullet points for your work experience and personal projects. From what I'm told, people who read resumes only have a few seconds to scan through it. To maximize your chances of impressing them, use result-driven bullet points. You should start with a number or figure in the first few words of each bullet point...then explain what you did to get that figure. Something like "Reduced project compilation time by x% by doing Y thing". You do have figures in some of your bullet points, but the figures are near the end of the bullets instead of near the beginning. Look up "result oriented resume" for more details. This is just stuff other people have told me, and I got a few interviews once I fixed my resume. I've only sent about 350 applications since March 2023. I also only have 1 internship under my belt, a lower gpa, and fewer side projects. Your resume will look much better than mine once you fix up the wording a bit. It already looks better than mine, tbh lol. But try the result oriented bullet points style and see if that helps. Best of luck to you!
Maybe you should only include 3 projects instead of 5 so that you have more room to explain each project. 1 bullet point per project doesn't give you much room to share what's great about your projects. I recommend taking the 3 most impressive/relevant projects and describing them in better detail, removing the rest from your resume. Finally, are you an international student by chance? I think it's much harder for non US citizens to get a job right now because tech companies are reluctant to extend visas or something. That could explain why you're having such a hard time despite such an impressive resume.
You're definitely qualified for entry level jobs, it's just the economy sucks right now

Resume is nice... aesthetically I would shrink the margins so it's symmetrical, and I would change the accent colour cuz red is kinda offputting

remove your GPA from the undergraduate section, a 74% GPA is only harming you if you tell employers
this is nitpicky but you should also format your degrees as M.S. and B.S.

Those are some really nice ideas, I could perhaps remove a couple of projects and focus more on experience as I can add more bullet points and make them shorter.
A dark colour
First class = 4.0 GPA in the us but i do agree that US recruiters may not be aware of other countries grading

imo colors are a distraction, i’d leave the resume full black/white
