i'm not exactly sure what my recruiter meant, but you are reached out by a separate recruiting team either externally (so directly to you, most likely before applying) or internally (during your interview process, most likely indirectly via your recruiter; ig your recruiter also could hand your profile over). He told me that that recruiting team functions separately from the general team, and their bandwidth is currently full. I know this because my recruiter told me I had excellent interview feedback, explicitly told me I didn't have to go through HC review bc i did very well and explained the above to tell me why he can't give me a guaranteed offer
