I'm pretty sure it's because they're not a Canadian or Mexican citizen, so they aren't eligible for J1. They must be an international student in Canada.

For international students in Canada and Canadian citizens (internships):
No you're not authorized to work in the US, and yes you need sponsorship (J-1)
For Canadian citizens (Full-Time):
No you're not authorized to work in the US, and no you don't need sponsorship (TN)

I think theres a different j1 process for canada/mexico due to nafta

The only difference for non citizen canada stuxents is u need to do an interview wirh us consulate
