The way I was told it works from someone who does hiring (is probably different in different places) is that the ATS just parses and stores all the resumes, a team comes in to HR and they want x person with y keywords and then they just pull from the db the top matches with those criterias

In cases where it's specifically putting in resume for a specific position, they parse everything and it serves top as they need
