That's the number that accurately reflects your income, and therefore, it makes sense for manipulative numbers like total stock over 4 years to be divided by 4. Similarly, I do not consider relocation/sign-on to be really part of your annual TC, as you are making a decision for your career for a few years ahead at least, not just the current one.
