They all have objective scoring metrics that get sent over to a hiring committee. Pretty much a voting process from thereon. A strong hire with tons of positive votes gets better offers, while lukewarm feedback leads to basic offers. Everyone else is rejected

It's a fairly typical process followed by all major software companies
