It's a bit of both and people tend to oversimplify things to quickly jump to satisfy their biases. Real life is more noisy, uncertain or random. I'd say as far as job search for CS majors is concerned, in 2023, it's like 50% skill/background to get a response and the rest is connections/referrals/timing/luck. Post screening, one would hope it's a 100% skill, but I've seen personally that even strongly aligned processes through and through sometimes lead to random results. So, as it is with all random complex processes, hedge your risks with large numbers and keep working on yourself. You'll always benefit from the work, sooner or later
