well Delacroix is a French last name it could just be some other French person that was Delacroix' partner

It is about survival for them, so far in the story it seems more and more likely that if Alpha VP did not stop Omega, the consequences could be catastrophic. consider how Omega detonated the spike in Venice, killing so many people and practically ruining a whole city, and came back immediately trying to do the same thing in Rabat in Duality Cinematic. It is not easy trusting Omega at this point.

So far in the story from what we have seen, except events of Shattered, all of Alpha's movements against Omega has been defensive

This person seems someone who is dependent on Delacroix. They maybe their mother for instance, or maybe their partner. one possibility is that Valerie is Delacroix' partner but we don't really know yet.
