I cant find bandits. only killed 3 since ive hit level 25, meaning just 3 in all...
They randomly spawn on several POIs but are not guaranteed to spawn. That's why you're having trouble finding them.
The wiki says they're only found on the mining frigate, space station, asteroid mine, and terraformer (edit: and also the PK and RB maps as noted below) so focus on those maps if you want to have a higher chance of tracking down a Bandit.

I'm at 32 and think I've found one. Ran his bag for 12-13 raids and my internet went out mid raid causing me to lose the freebooter lol
