Those briefcases have 2 loot rolls but there's a 14.15% chance of a "null" result on each roll. It's not likely they'll be empty but it does happen. If it's always empty then it might be a bug of some kind. #1184930736369836032 is the place to post if that's the case.

The problem ain't that the money pouch is empty. The problem is that there isn't a single money pouch in the safe.
