Why not have a upgradable "chest rig" that unlocks more personal inventory space as you level.
It gives players something to work for, and can choose armor regardless if it has pouches.
Proposal: Z2H quests reward additional inventory space on your character.

Same thing as with skills because it gives some players a permanent advantage in raid over other players that the other can't balance in raid.

You can carry more heal items, ammo and loot and unlike with rigs and backpacks lower level players can't get those extra inventory slots in raid.

If you were limited to the number of heals that you could bring into raid...would more inventory space still have the same advantage?

It would get rid of the advantage in combat but the advantage of being able to bring more loot out of raid would still be present. Also I think limiting the amount of heal items someone can bring into raid by another factor than inventory space would be a too radical change to the game.
