what the (0) means and the bend from the second 10 along wiht the large 2 and 4 on top of each other

so the large 2/4 is the measure

#

which usually means 2 quarter notes in the measure

but i see it changed to the 4/4

which means 4 quarter notes in a measure

i do know that the 0 means an open string

in this case i mean a pull of from the 10th fret
