How can I make it so that vehicles can only be placed in certain regions?? I changed the settings from the config.yml file, but it doesn't work, it's as if I hadn't changed it, I can always place the vehicles wherever I want even without permissions.

I have changed the last three entries in the config.yml file, these ones:
regionActions:
place: 'whitelist'
enter: 'disabled'
pickup: 'disabled'

and then I put mtv-place to deny in region global, and allow in a special region, but nothing changed and I can still place vehicles anywhere

As already said, you must activate the mtv-place flag in regions where placing should be permitted.

OK then you have to allow the flag in every region where it should be possible to place.

i have already, but i can still place cars in the global region (even without op)
