Is anything I design there uploaded to a library for public use, or is it possible to lock down the files? I know the value of open source libraries, but we are considering the possibility of making this a profitable venture. In other words, can the user hide and lock their own files, keeping them from the online cloud and public eye?

This is possibly the more important question: Does Fusion360 “own” the rights to a model I create, or do I have freedom to use it how I please (including sales)?

I am not finding these answers online.

Afaik Fusion files are not public by default though you can share them if you want to.

I don't think Fusion has the rights to your files but you'd have to review the license to be sure.

On the free version of Fusion there are limits to what you can do with the files if I remember correctly you can't do too many things commercially I think there is a $1000 income limit per year or you need to use a professional license. Again confirm with the actual license as limits probably change.

Businesses wouldn't be using F360 if they were risking not maintaining ownership of their IP.

F360 was the one i heard the most about, but had those lingering questions. Do y’all have a software you can recommend?

I actually use Fusion for most things, even done a PCB or two in it since Eagle was integrated.

Eagle was a electronics package to design pcbs etc.
