No I mean Steam players are flat out locked onto the Steam version permanently, they can't transfer their account to any of the other platforms they'd have to make a completely new account and start completely over. Players on the other platforms including the non-Steam PC version don't have this restriction, they can freely transfer their account from one to another and even swap back and forth.

From what I understand it's cuz Valve managed to sneak it into the contract and Squeenix being a Japanese company is very averse to breaking contracts. It wasn't too big an issue until a few years ago when Steam made it a requirement to first connect to Steam servers in order to open the game(something akin to a DRM check). I remember one of the big seasonal sales they held causing players to be unable to play for like like a day and a half because Steam servers were having issue due to the sale traffic.

Apparently the quest also doesn't always complete if you 100% it solo apparently only guaranteed if you 100% it in coop
