You just have to skip every limited banner until you have enough pulls to reach 120 pull or you risk losing everything you saved. But if you are a whale that does not mind wasting money on the predatory bait rewards that are there to drain your pulls, it is very generous

As for gacha
I did some mechanics calculations and the fact that it doesn't carry over is not a great thing but you have 100% guarantee at 120 so I would say this is fine. If we calculate the prime currency rewards from PVE against the gacha pulls cost, it basically evens out at 1500 primogems. However it needs to be studied how generous the rewards will be in future updates since right now there is plenty of it from exploration and initial questing, we have to compare it to the future updates to see if it will be generous or predatory and requires you to spend money.
