I suggested years ago something similar with Genshin, that I think is fine for WuWa too: all the characters of a particular "version expansion" go into the perma banner pool on release of the second version after. So like with WuWa, this 3.0 release would have put all 1.x character into the perma banner, and 4.0 would put all of the 2.x characters into it. For Genshin it would mean Nod-Krai release would have all character up to Fontaine added

Dunno can't see the eyes of the upper character. But otherwise the hairstyle is like, almost completely identical in style, nearly identical in colour and may in fact be actual identical in colour and style and just looks different due to lighting and slight angle changes. The outfit and pose and flashes also clearly intended to convey an intent to see them similarly. I assume their actual characters are also similar?
