so- at level 1, during a shot rest, you can recover 1 1st level spell slot, once per day
at level 2, same as above
at level 3, you can recover either 2 1st level slots, or 1 2nd level slot
at level 4 same as above
at level 5, you can recover either 3 1st level slots, 1 2nd and 1 1st, or 1 3rd level slot
