Because it's easy to put together a weak draft, but knowing that 5, 6, or 7 players are from the top leagues, the weight will be greater. A player might average 30 assists, but if they're from Saudi Arabia, it falls below that; a striker might score 60 goals in the season, but loses in the league weighting.
