I am looking for some advice on my resume. I did work as a contractor for a couple years but when the contracts dried up I had to go back to my old job as a payroll processor. I am doing some programming related volunteer work currently so the first thing the recruiter sees is still tech related.. but yes please be brutally honest!

You have awesome skills.
Based on my interdisciplinary skills and as MBA practitioner I have few comments regarding your resume.
1- try to use Arial or TMNR fonts since they are globally recognized by ATS systems.
2- try to start with experience or education before skills..
3- Add references or try to mention that references are available upon request.
4- Where is your soft skills section (e.g. time management, self-learner, ability to work under pressure and so on).
5- Try to include keywords from your potential targeted job application to allow ATS for passing your resume for the next steps.
6- Try to avoid the use of many links out of your personal info like the ones within your project section.
The reason for why I am referring to these comments is because HR people will not read everything and might do a 10 to 15 seconds skimming and eye scanning until they are caught by your resume. Sometimes, you need to review your CV/Resume before submission and try to change your mindset to reflect HR. Last but not least, you can not include everything about your expertise in 1 or 2 pages, but try to do some creative thinking on creating eye-catching resume that will let others jump to your profile including your cover letter, which cover more secondary details.
