Spending Tier/UE Leo worth?

I am currently spending tier 3. I have two questions:

1. How long does it take to have your spending tier decrease? Would it be wise to buy a lot of dgems now (and likely go up to T4) and then wait, or wait first?
2. In conjunction with 1), I want to know if spending for UE leo is worth (how much would it cost if I am 0/3 molot, for instance), or if I should save for UE rev. This would be my first UE.

1. 4 weeks. but the spending tier is broken. it doesn't reset now.
2. you mean leo, imo it's not worth it. save for sonics and rev

getting ultimate usally costs 300$~500$ depends on luck
