No sure what you are refering to but heres my take

• Jump has a 5.5 sec cooldown
• Stealth during jump has a 15 sec cooldown
• test server display values are wack, and its full of bugs

Yes, the more you level the "Core" the more it reduces the jump cd. For example, by being maxed (lvl 50) it has a 4 sec cd
