As an example id put sonics on a scorpion rather than crumble and crumble in a Fenrir rather than sonics
Assuming you meant old style sonics - havoc and not new style - growler.

It's more about the fire rate and reload in those two examples. You want fast unload weapons that do huge damage eg havocs on a scorpion, teleport in, damage, teleport out, reload, repeat.
A brawler will be in sustained battles so the crumble really suits the Fenrir as they fire for ages before running low with big damage and the crumble effect and the Fenrir if built well can stay in the fight long enough to hopefully outlast your opponent and make use of the longer clip size. It's good for holding down beacons.
