A heavy weapon is about 2x the damage of a light and a medium is about 1.5x the damage of a light.
Therefore siren has a total of 2+2+1 = 5 and harpy has 2+1.5+1.5 = 5

the reflector on siren is stronger but the ability on harpy is better

Siren only applies Freeze, while Harpy applies BLAST.
The Freeze effect is really good, much better than BLAST. Freeze is basically Deathmark while also applying Gravity Increase stacks. When you have weapons that do 30k+ damage per second, the 20% or so damage multiplier of Freeze is much better than the 25k damage from BLAST. This brings me to the next part - Freeze is a damage modifier, not a damage boost. For most damage boosts, they are added to a pool of damage boosts which then increases your base damage. Damage modifiers boost the damage even after it's been increased by damage boosts. If a Siren has a 60% damage boost with 100k base DPS, it will be doing 160k DPS without Freeze. With Freeze, it will be doing 192k DPS, not the 180k damage it'd do if it were additive. Since the Freeze lasts 5 seconds, and we'll assume it takes 1 second to apply, Siren would do 1.12m damage per ability (this is probably not realistic and is assuming some factors that I do not recall and are not displayed in-game/in wiki). The Freeze boosted Siren's damage during the flight by 160k damage. Compare this to Harpy whose ability will only provide 25k additional damage while also having weaker hardpoints.
