I'd probably go Mace/Cudgel to suit phantoms hit and run playstyle. Get Olga as the pilot, she extends the ability by 20%. Very usefully for beacon capping and holding

If your gonna do ue Orkan, Morana, cudgel, the morana would do a lot more damage than the other weapons

Mace + Cudgel probably. UE orkan doesnt do that much cycle dps, probably less than mace at the same level, but its good for hit and run I suppose, but would still run mace/cudgel personally as its much cheaper to upgrade

Not worth running UE Orkan- only if your mace is low level. Mace at MK2 has higher cycle dps than UE Orkan. Orkan generally tends to miss on faster or more mobile targets too.

Agreed. The shot interval nerf was harsh and makes them too niche in my opinion. The damage of them is good per shot, but they just don't hit enough for their range.
