You would typically overload it with negative status effects, either locking it down constantly or suppressing it. But if the eiffel is running avalon, then it's basically invincible. You need to wait until it makes a mistake like landing too close.

To counter the flame one you basically can only fight it with absorber shields. Even then, you won't beat it, so just avoid it as much as you can and capture beacons or something.
