My idea is to make so that you are less likely to find weapons you already have
Example: I open a 1k keys chest and i find a Freedom Mace so when i open another chest there will be less odds that i find another Freedom Mace and even if i still found a Mace than there is even less odds to find a third.
This can help the players get stuff that they don't have and with that you motivate the players so keep opening.

but what if i want more than one of a weapon? i want 3 hazards but i only got 2
I mean you always still find it or you can always build stuff at the workshop

well ok its not "even" but i dont want the stuff i only have 1 off to get lower drop rates
i don't want to get a bunch of one-of's in a weapon family because then i can't use a full set
And i don't want to get 10 of the same weapons
