No.. they are now influenced by money so much so that they just make all to tier4 and some of their 4 are Soo weakened/ nerfed so hard that mere tier 2 or 3 can out power them...
They make stuff strong then nerf it so that it'll be weak and noone will play it, and then they will make the new one into the spot light

That's basically what's happening that's why the tier system is broken... Last time I think it's actually balance
