It's a hugely bad idea as people can exploit the crap out of it. In Pokémon it's a thing but it's not a complicated game. War robots has all kinds of mechanics to deal with. Pokemon? Nah just go around throwing balls lmao
You actually LOSE money on that idea.
On paper it's a golden idea. In reality? Couldn't be further from it.
It comes down to less real world money not being spent in the game.
If person A has mk1.7 leo in Gold 3 and person B has mk2.3 leo also in Gold 3, person A won't spend in game currency or real world money to buy Leo and level it to m2.3.

As far as transferring bots across accounts?? Big fat NO. You all but automatically gain an advantage over others who can't trade or have anything comparable of value TO trade. It creates waaaaay to many headaches as that system can and will be abused.
