can you post a link to the sketchfab scene?
anyway off the top of my head..
Step 1 - download either the glb/gltf or fbx files from the sketchfab page.
Step 2 - Import the file into Unreal/unity
Step 3 - In unity, add an animation controller so that animation plays. There will be something simillar in Unreal.
ok this file doesnt have any rig or animation.
so I would now do :

Step 1b - upload it to mixamo( https://www.mixamo.com/ ) and run the automatic rigging and assign it an animation from their site. Download the glb/gltf or fbx of that version.
Step 2 - Import the file into Unreal/unity

Note the character is UV Mapped, so it's a case of creating materials in UE4 from the textures and applying to character.
