The reason it changed to locks were because they are stable priced item purchasable from the system with gems. Gems back at the start of the game were usually reflective of time spent grinding farmables. The reason it's come to WLs is simply because they were the highest priced lock and only costed 2k gems which was reactively cheap meaning it worked well for the main currency
