Im currently running a 1.17.1 paper server and all players with operator cannot speak to member without operator. Whenever a player with operator speaks in the chat it can only be viewed by other operators. This problem persists when the operators are de-opped but dissapears if they leave and rejoin once deopped. Does anyone have any idea what might be causing this issue? The only permission default members have is groups.default.

Sounds like venture chat is causing the issue

You'll have to reconfigure the groups you have set and give them the permissions it looks like. They have a support discussion linked on their spigot page that you could join. You'll get better support.

You have to either use spigot, bukkit, or paper jar to run your server to have a plugins folder. If you just run normal minecraft then thats why you do not have one. it should be in your ftp or in your localfiles.
