you can keep the same domain, in which case just change the DNS record and theyd connect to the updated Ip once the change propagates

The restart command doesn't actually restart it actually just stop the server. U can use /reload which kinda give the same effect to stop and start the server again but sometimes u need to stop the server like sometimes plugins need the server to restart and not reload

If you're not replacing existing sounds effects you need a plugin to play those sounds. I'm not aware of any plugin that can do this so you might have to get it commissioned unless you can make it yourself

I already thought about this too, but when you go to the site I sent him too. It will pull your new External IP, but in his case it is still show the port is closed. Which means something is blocking it from being open or it's not configured correctly. That isn't an IP issue.

Certifications generally means you should know the topic, but it doesn't mean you know everything. Age isn't a factor because it doesn't determine what you know, could know or don't know. Yes I have worked with satellites for communication purposes, both in the sky and on the ground and I only ever bring it up for when people want to try to use their so called certifications as a way to say you can't ever be wrong.
