Would you use flags with little RAM? My processor is great, but when I opened my dedicated one it lacked memory. (the system literally had 100mb free out of 16gb). The system uses 500mb with no minecraft server open, just the database. I allocated 2gb for velocity, 2gb for the lobby and 8 for prison and with these values I had 100mb of 16gb (all the machine's RAM) free when opening the server.

If you've got ViaBackwards or something that allows you to support versions prior to the addition of netherite (1.16 I think?), then that would prevent your players from using netherite

Though we can't really even hazard a good guess without you telling us what plugins you actually have installed lol

Or rather, what versions do you support. The server may be on 1.20.4, but if you have ViaBackwards, you might support clients all the way back to 1.9
