Changing the environment where you run the plugin to get support won't work, because to get proper support you need to be in the environment where it breaks so it can easily be debugged and fixed. But being offline-mode you'll need to debug and fix yourself.

Depends on the plugin. Citizens is an npc api plugin. Sometimes it is used extensively other times just for a couple things

I was about to make a localhost minecraft server with bungeecord on version 1.19.2. I started the first server and everything worked. when I wanted to start the second server afterwards it didn't work and in the crashreports it said java.lang.IllegalStateException: Failed to initialize server.

if you don't use it on a small scale your fine, but databases should be used to scale with for example if you are running a server with 3 friends no reason to set up an sql integration unless its required. Whereas if you are creating a large scale project and your expecting 100s of players MySQL allows for much better data management and safety from both the plugins end and as a server owner you can be assured your data is safer

this was true when MC didn't have multi-threading for a majority of things like networking, world generation etc. This isn't the case no more. The OS will assign threads to other cores if it feels it is necessary. This means that MC indirectly takes advantage of multiple cores
While the main game loop is single threaded it doesn't mean everything else is too

I think your problem might be in that you are using out of sync cores
so, for example, if you want to limit to half the cores, you should let it run on cores 0, 2, 4, 6
as those are paired up
but if that doesn't improve anything, then its with the task manager screwing over the hyper threading

I'm gonna buy server on Hetzner.So i worry about DDOS Protection, I hear before that i can buy one cheap Vps from ovh so i can use that as bungeecord and hetzner for servers.
BTW:If i don't buy vps from ovh.I can buy one server from some hosting and use it for bungeecord

Protecting yourself from dos often requires to spend more money on load balancers, dos protection, ....
First of all think about the necessity of having it, and reach google to find some cheap solutions to prevent dos.
otherwise you can totally redirect your bungee to the servers even if they're not on the same machine (but never mention their ip or else they also can be dos 😉 )
