Only 2 options. AMD 9070 XT or NVIDIA 5070 ti. The 5070 ti might be just outside your budget.

I have a GPU that is above spec as I like to run it nice and cool so for me it isn't pointless.

they could buy a 5070 ti get 170 fps but have a 120 hz monitor therefore the more powerful gpu would not be worth it and possibly be a waste

You said it yourself...to YOU it wouldn't matter to go overboard
We don't know OP and resolution does matter until we know otherwise. Silly example, a 5090 would be pointless for a 1080p panel and just a waste of their money.
So, until we know more from OP, best bang for their buck AND usage case is the smartest move

atm i have a 1080p 165hz msi monitor but will be changeing it soon a larger 4kuhd monitor

Don't get a 4k monitor unless you are planning to buy a 5080 and a new pc

Also, 4k under 32 inches won't be nice to look at. Everything will be tiny

An AMD 9070 XT or NVIDIA 5070 ti as suggested by lala42 would be good for a 1440p screen

i was looking at the 5070ti but thiught id ask as i got my pc from pcs orriginally
