I don't know, without bias, if its better for me to go with a certain cpu with a 9070XT, I could potentially go with a PCS build as it would a be a whole new PC I want to get

We can't help you with upgrading your AM4 to and AM5 build as that makes it a non-PCS build by nature.
If you want to spec a new AM5 build then...
