first build?

I don't exactly know what i want only because i no nothing about pcs. I've only ever had one pc from amazon which i had to send back within the week beacuse it was faulty. from then i stayed of them for a while. but now i'm back

when you say for 4k for school, is that just a basic 60Hz screen type of deal?
