if you're going to go for whole system watercooling then £1,500 wont be enough unfortuantely, and even trying to spec a decent build into your tight budget is proving difficult. If you had room up to 2k then you'd get more performance but youd then be getting limited by your monitor

So this one I've put together includes an Elgato capture card and nothing else (as you already have a monitor, so I'm assuming you have mouse and keyboard etc.). The 4060 is a perfectly fine card for 1080p gaming and when you said liquid cooling I'm assuming you meant an AIO cpu cooler? So I've included that in there too.

if you want a cooler with 3 fans, you can upgrade to the 360 for a little bit more money but I don't think it will fit in the case choice above, so you may also need to swap cases:
