Im considering a PCS build to upgrade from my 8600K & 1080ti
I will be playing at 1440P and open to suggestions, i was thinking a 4070 for GPU , i havent fully looked into the best CPU for this resolution yet so id love to get some advise please.

So I'd say this is a good place to start depending on any preferences you have..
- 7800X3D is the fastest gaming CPU on the market at the moment
- 32GB RAM is perfectly ample if you're only going to be gaming and not doing heavy video editing etc.
- 4070 as requested
- Adequate cooler for that speedy CPU
- 1 fast m.2 for your Windows install
- 2nd m.2 for your programs/games
- Roomy case with good airflow

also when i select a GPu in configuration can i pick a 3rd party brand or how does it work?

Nvidia GPU's you get are usually either Palit, Zotac or Gigabyte
Only if you were to select a specific ASUS one is the brand guaranteed
