Though would really want faster RAM, I'd say the 5600 at least, and dependent on monitors used the 4090 may be complete overkill.
@velvet sedge what monitor(s) are you planning on using with said PC? As in make + model or resolution + refresh rate - or do you not have said monitor(s) yet and if not is that included in said budget?
And what games are you going to be playing?
you could go with a 7950X with that budget
and still be a few hundred quid below the budget

but personally. you can probably get away with 4070TI or a 4080.

Liquid series machines are generally not needed for most people, only reason I can see in most cases is bragging rights lol

AIO is still liquid. Custom loop is pointless for 99% of people

I’m of the opinion that if someone asks for help to spec a liquid build, they don’t need liquid. And definitely not for a first time custom build
