i got stuck in the floor in this section at the end of the epilogue. when i slid down towards this area i ended up slightly underneath the ramp/ground, and then once i got to this spot in the floor i was stuck and couldn't get out. i just had to pause and restart level and it was fine

Same. Not sure if not being able to interact with Coney and/or the portal is intentional either. Two others have same 'bug' on PC. I had it on Ps5. Felt like an odd jump to credits wordlessly jumping on the tube and abandoning the admittedly abrasive Coney. But leaving him below the bottom layer of hell without a discussion felt a little much.

You are not supposed to get there. I guess its. Intentional because ots end of the game. There isnt any action on Coney neither on portal. You are supposed to go into the subway or how it is called

Theres visually ramps to let you get up there, it doesn't make sense for this to be an intentional thing, that you wouldn't be able to interact with the individuals who came all this way with you and all that. You are supposed to go into the subway but this platform was placed here intentionally and these characters there as well, I doubt the clipping was intentional too.
I got stuck here on my playthrough and it did not feel like that was meant to happen, I clipped through the floor there and could not get back out.
