you want to get naval cap via anchorages, or via soldier jobs on planet (from fortresses), then you can have more ships.

Larger ships are unlocked via engineering technologies
they're each higher tier technologies, so you'll need to research 6 techs of the tier before it before they can show up
In general I wouldn't worry too much about said tiers though, just keep researching the things you think will help most and they'll eventually show up.
Oh, and on the subject of naval capacity, you can also get some from technology and the supremacy traditions,

yeah my problem wasnt capacity but that my ships give like 20 (idk military points) each and i need like 10+ to even compete let alone fight another civilisation. Still thats good to know on how to research the ships because i got frigate once but never got it again 💔
