There are a few places where hostages exist. There's ONE quest that requires you to rescue them. Rescuing them does noting observable. They don't leave loot when they get up and run (thematically bad, but gaming feedback good) , they don't return to your base of operations, they don't.. do anything at all.

Make rescuing hostages have some real impact in the game.

If hostages were to matter they’d probably have to put a stealth system in place, or a GOT system of “hostage in danger” style executions

there's not really a consistent way to find them though. like, there were two randomly in safehouse boss clear arena. I've found one clearly being held by hollow man cultists.

I think connecting rescues to something is good, but making them required for progression is risky.
