I’ve been in other games that allow this and it can be hugely problematic. Even with guardrails like you suggest, the result is that older and bigger accounts go rampage over smaller younger servers.
Regardless, this isn’t something I expect they will do.
Syc happens between older kingdoms. The kingdom pool for these is small, whilst you might not get the same kingdom as the this round, you’ll probably get them soon(relatively speaking)
This could work as either a periodic or special event capability that could be enabled between kingdoms of the same age/"life stage", but kingdom balance could still be an issue.

This suggestion was presumably intended to allow players who get split up during SYC to pick a new kingdom.
Kingdom balance can obviously be an issue, but either allowing a grace period or one-time teleport as suggested, or allowing customer service to move people who send a ticket after SYC under certain circumstances to move to their desired kingdom could fix a lot of the issues we've had recently with the rebalancing system.
Ok let's chat about it. what would this special circumstances be? and how would CS need to handle each and every of these special requests?
Small teams or players who get split off or moved unexpectedly, or maybe who are away from game for various reasons at the time. But mainly just a more controlled way to handle it than a grace period or periodic kingdom teleport that could lead to unbalanced populations in some kingdoms if people start using it to join the same kingdom.
Again, what is the criteria? How does it work and is fair and not abused?
I would think kingdom population would probably be the biggest issue, so maybe just allow players to move as long as there is still enough room in the desired kingdom.
It would also still need to be within the same elder/non-elder group of kingdoms.
Customer service isn't currently either capable or permitted to move keeps from one kingdom to another. Adding that capability and allowing reasonable requests at their discretion might be good enough.
Game design doesn’t allow keeps to be moved from one kingdom to another except through SYC.
So it’s not about CS being capable or permitted. It’s a limitation of current game design.

Actually it might be solved with letting players change teams from different kingdoms during syc
My 2y old keep already plays with 7y old keeps so don't see the diference
The problem is not having differences or not. It is ruining people’s plans with only one click. Did that fix anything? I don’t think so. I could understand if they have precautions to prevent those voices but they don’t.
Also KvK and TYM using special event teleports, although those may or may not be set up differently
This is a good option. I did a quick search and didn't see any suggestions with this, but it has been mentioned during a few past SYC events in here.
Porting between kingdoms is not the same as migrating servers.
How much would need to be changed in order to enable players to join teams from different paired kingdoms during SYC? Either that or CS support seems like the most feasible option suggested so far.
