People’s stats may differ immensely even when in the same troop tier. A T10 could have better stats than a T11. So I don’t think this would solve whatever problem you think is occurring.

I have a T6 and a T11 banner with the T6 having stats significantly superior to the T11.. guess who I'd rather rally with

the T6 is a former 'good' T11 who started over as a committed F2P

besides if you want to filter who you want in rallies, it's best to just be more stringent about your allegiance membership

1. Set 5min rallies and let the lower tier join for a couple rounds
2. out of nowhere set a 1hr rally on a keep
3. wait for the lower tier keep to join
4. kick the lower tier keep from the alliance.
5. set rallies against the lower keep tier for not following instructions.
